We loved camping here and being right on the beach. We learned that the higher in number of site pad, the more level it is. We stayed two nights and our first night was at site #363 which we had to pull out the blocks and level but our second night site #376 we didn't need to. It's a shame that Santa Rosa loop is the only campground here with a row of beach front sites that max at 24 ft. There's another campground called San Miguel within the park that offers beach front with their max at 18 ft. I guess that's why booking a reservation at Santa Rosa loop is hard to do.
The dog rules at this campground and the enforcement of dogs being on a leash is monitored by the camp host, as told to us by our camp neighbors. They were reprimanded for allowing their well-behaved dog lay outside the camper without a leash during the day. By the way, site pads are pretty close to one another. We took a nice walk along the beach and into town for dinner. We ate at Rincon Brewery and the food was great.

We stayed at site #40 which is closest to the beach trail. You can't see the ocean from any of the sites only hear it. You have to walk a short way up and over through the sand to get there. We love this campground because there are many things to do. Recently I started seeing Geocaching listed at some of the campsites we've stayed at including this one. I was curious to know more about it and found out it, it's a treasure hunt using GPS coordinates. Sounds like fun and I will definitely try it next time.
Some of the campground sites had lots of trees and branches that could possible block a satellite dish. If your interested in digging for clams at the beach, you can only collect ones in 4 1/2 in. diameter or larger and 10 is the Bring your fishing license because it's required. This campground offers electric and water only. The North Beach campground has an RV dumping station.

We stayed at site #22 which was level and had great satellite streaming. At our site #22 we had to walk over the grassy knoll to the beach. Our site also came with a picnic table and outdoor grill. The Francis campground has 53 campsites but only 40 have electrical hook-ups. The other sites are for hike and bike campers. We went here in February which was cold and had some rain showers.
The max trailer length at this park is 40 ft. There is no water or sewer hook-ups but there is a dump and fresh water filling station here. The main entrance gate will be closed and locked at sunset but the outbound side will be closed and left unlocked for anyone coming and going after hours.

We reserved a beach front site with a view and the only negative thing was the walking path between us and the sand. Otherwise it was perfect.
NON RESERVATION SITES: A limited number of non hookup campsites are sold by lottery each day. Prospective campers must be present with their RVs before noon to sign up for the lottery. Remaining campsites will be first-come, first-served. Non reservation sites do not allow tents.
There is no fresh water or dumping at this campground so we were told we could use the RV sanitation station at New Brighton State Beach. There's a visitor center museum, fishing from the pier, the S.S. Palo Alto and Geocatching too!

At this campground the full hook up sites are farther away from the beach. The above picture shows where we camped. For everyone else who is boon-docking or pitching a tent, then you are close to the beach with trails leading out to the sand and some of the sites have actual views of the ocean. There are no showers here, however you can take your receipt from this campground and use the showers at Morrow Bay State Park.
The hook up sites for RV's begin at site pad #81 to #47 which were closer to the highway. We stayed at site pad #65 with hook-ups and It wasn't bad because we had a fan running through the night so the highway noise didn't affect us. Overall this was a great place and close to town. We ate at the pier and had an awesome dinner at Giovanni's.

We came here in March 2019 and it was pretty much deserted. There were sand berms blocking the ocean view and we were told they will stay up till May. *Update* We stayed 1 night here on October 25th 2019 at site #422 and it was packed. We saw on the website that there was 1 spot available at Reserve California but the system doesn't allow same day booking. We took a chance and arrived at 2 pm and was told there was one spot left. Check-in time is at 2 pm and if there's a cancellation they will know by noon. It's recommended to arrive at noon if you see an available spot on the website for same day reservations.
The sites are pretty packed together so towed vehicles had to park across the front of the sites. The gates to this campground closes at 8 pm so make sure your back before then. Rows from #419-429, #412-418 and #401-409 runs parallel to the hwy and traffic noise is heard. Also, there is beach sand behind these sites making it popular with campers with dogs to poop on. *Update* We had reservations the first week of May 2022 and asked if there were any cancellations for front beach row and there was! Every morning at 11am we walked up to the kiosk and found another. Stayed 3 nights on beach row. Also, all sites are back in only. We had received a citation less than 5 min. During the time we walked to the kiosk after checking in.

We loved everything about this campground. Everyone was friendly and the campsites were well maintained. The site pads were roomy here and we could see the ocean from inside and out of our RV. There's a long staircase leading down to the beach and walking back up, you'll sure get your workout . There are rest benches half way up the stairs for anyone needing to stop and rest.
We loved walking along the beach and picking up rocks and watching the surfers surf. The northern section of the campground had a lot of ocean views with out hook-ups. See the note on the details about length requirements. There are so many things to do here and looking forward to our next visit.

This was an excellent place to stay with double space sites and full hook-ups! Our site was #218 then #220. Dean was able to turn our 24 ft. RV across the site space to give us ocean views from the bedroom and kitchen windows. It helped a lot to keep our privacy from the road of campers entering and we put a table with chairs outside in front of us to watch the sunset. Even though these sites are spacious, only some have bushes divided between them for total privacy between the camping neighbors.
The only negative thing is, dogs aren't allowed on the beach and you have to do the stingray shuffle while entering the water. While staying here, someone got stung by one and I hear that the sting is worse than a wasp sting. Yikes!

We stayed at site #206 to boon-dock because every other site was booked up. We had the site right next to the stairs leading to the beach and there is heavy traffic of people going up and down them. No privacy what-so-ever but at sunset the people traffic was minimal.
Our stay here boon-docking was 10/27/19 when the fires were rampant in Sonoma County and we needed time to find an alternative route making our way back home.

The campground sites are very close to each other which is why they don't allow any part of your trailer or RV to cross any section of the campsite lines. This includes hanging over the walking path between you and the beach. We were told that if our towed in vehicle doesn't fit within the lines, we would have to park it in the parking lot on the other side of the campground. We stayed at site# 15 which is 30 ft. in length and luckily our RV is 24 ft. and our little towed in fit too. The camp host monitors the entrance into the campground with traffic cones allowing those with passes to enter. He provides a run down on the rules and restrictions within the campground.
On the night we stayed here, we planned on meeting up with an old buddy and asked where he could park. We were told there would be a $10 entrance fee regardless how long his visit was. The front kiosk did let us know about free parking down the road on Werner street next to Jack n the box. The road you take runs parallel to State Park Frontage Road and your still inside the park. After our visit I drove him back around 9 pm and the camp host was still vigilant sitting outside with his orange cones. LOL.
